If you can go with a fan room only that will be allways the cheapest option, it really pays to shop around when looking for Angeles cheap hotels and find a nice place, especially if you are going to stay awhile. Angeles City is 85 KM from Manila.
Margarita Station is the big central gathering place, watering hole,and hotel. They also have the concession for taxis to the airports in Manila to Clark airport in Angeles which is where Angeles City and the cheapest flights to Manila & Philippines operate out of. You pretty much have to book a taxi through them to keep from getting ripped off at the airport when you get to Manila Once you hook up with the driver though you can use him whenever. And when you need to go back to the airport just pop into Margaritaville and request your guy pick you up at a certain time and place and off your off to the airport in plenty of time.
Here is the cheap hotel I stayed at when I was there. My buddy who was already in town hooked it up for me and it was fairly decent. Nice accommodation friendly staff and food available at the poolside bar. They also have a pool table and can arrange various excursions and tours. They got a safe box for your valuables and even a safe room for luggage.
