Meeting on Thailand Scuba Diving regulations Phuket

To All Operators in Phuket

There is going to be a meeting for all Phuket Diving companies and related companies in response to the current situation regarding the potentialgovernment changes to the Phuket Diving Rules.If you received this e-mail and your diving related business is outside thePhuket area please accepts our apology.

We included you in this one time mailing to give you some information on what is happening in Phuket in regards to regulating the dive industry. Phuket is deemed a pilot project for all of Thailand and this proposed regulations will eventually affect everybody. If youlike to get a translation or the Thai version of this proposed rules let usknow. All Phuket businesses are invited to attend the meeting to discuss the proposedregulations:

Who should attend:Any Dive Company Registered in Phuket province, any dive related business thatwill fall under the governments proposed new rules. Any freelance instructorswith there own companies and any one that is involved in Diving or it?s relatedbusiness.
What we will be discussing:
1) The latest Developments regarding the government.2) The latest developments from our research to the proposal (What our lawyersare saying)3) A proposal (made by a small group) to present to the Governor regardingindustry regulation.4) The formation of a working group of Phuket dive companies that could havedirect contact with the governors office.5) Ideas on how better to protect our dive sites and self regulation.
What we will not be discussing:
1) Anything to do with Dive agency affiliations ie (PADI, SSI, CMAS, NAUI) ortraining.2) Anything to do with personal complaints about other companies3) Anything to do with issues unrelated to Phuket Diving Industry. (IEBangkok ,Koh Tao, Krabi, Kao Lak)4) Anything to do with price fixing or business practices of others. Please help us in getting the word out to anyone and everyone concerning thismeeting. The persons below are working to help make this meeting and helpensure the future of Phuket Diving Industry and we would like everyone?s helpso we can work together a bit more than in the past. New dive industry rules come into effectPHUKET CITY:
Phuket Governor Udomsak Uswarangkura yesterday signed the new dive industry regulations into effect, giving dive operators on the island 30 days from September 1 to register with the Phuket Marine Office.Phuket Provincial Chief Administrative Officer (Palad) Nivit Aroonrat told the Gazette today, 
The provincial government will issue a public notice this week announcing that dive operators on the island have from September 1 to September 30 to register with the Phuket Marine Office, he said.The notice will be posted on the official notice board at Provincial Hall and announcements will also be made through the media, he said.K. Nivit added that one major change was made to the draft regulations that had already been distributed to dive operators on the island: dive operators will now also have to report at which dive sites they operate.He added that Thai Diving Association President Ronnachai Chindapol and Kanakorn Limkraidej, Managing Director of dive operator White and Blue Harmony Co Ltd, have been added to the committee that will review applications, so that the private sector is represented.The Phuket Marine Office is located near the Deep Sea Port at Cape Panwa, at 88/5 Sakdidet Rd, Moo 7, Tambon Wichit. This Saturday, 16 September more than 300,000 volunteers will help protect underwater environments around the globe by taking action on International Cleanup Day. This cleanup event, involving divers and shoreline participants of all ages, is the largest single-day event of its kind. And it’s an event volunteers won’t soon forget.

Project AWARE Foundation organizes the underwater portion of International Cleanup Day in cooperation with dive professionals in more than 100 countries and territories around the world. The thousands of individual divers that volunteer as part of these events are a vital part of the effort to remove aquatic debris and help solve debris issues.

“Divers have been involved in underwater cleanup and protection efforts for decades,” comments Dr. Drew Richardson, Chairman of Project AWARE Foundation. “International Cleanup Day is an annual event to dedicate dive training and skills to remove harmful debris found beneath the surface. The data collected by divers on this day,
contributes to the overall effort to resolve these issues.”

Project AWARE Foundation’s underwater data is combined with land-based information collected by Ocean Conservancy volunteers. If the results from previous years are any indication, the more than 300,000 volunteers should remove nearly 3.6 million kilograms/8.0 million pounds of debris during September’s events. In the past, top items collected both on land and underwater include cigarettes, beverage containers and food wrappers. Data also reveals that nearly 200 entangled animals were recovered in 2004 – many harmed by discarded fishing line.

Why should you volunteer this International Cleanup Day? Debris is a consequence of everyone’s actions and sixty percent of this debris results from shoreline and recreational activities. Debris is a preventable problem and you can help influence change.
